MUNICIPALITY ROERMOND - CITYCONTROL

Like every municipality in the Netherlands, Roermond issues fines for parking violations and other violations. This provides a day’s work for the city supervision department’s special inspecting officers.

Background
In the past, city supervision employees carried notepads to write out fines for parking violations and other violations. Violators were issued a ruling or notice and a carbon copy was taken to the office. At the office, all the information had to be transferred to a list. The list was checked and then typed into the Tobias system. This was a huge administrative chore: total processing of fines issued took up 10% of work hours!
Roermond wanted to modernize and automate its way of issuing fines. They were looking for a light, portable system enabling enforcers to write out fines easily. Roermond not only wanted to be able to write out fines for parking offenses but also other violations and misdemeanors in the Public Prosecutor’s VCOM book of municipal laws.

Solution
Roermond researched the options for mobile fine issuing and chose Sigmax’s solution. This system, using an HP iPAQ and a portable printer, is small, easy to handle and easy to store. Roermond’s officers do much more than write out tickets: they can be deployed broadly and perform many different types of work. The iPAQ and the portable printer are not burdens as in larger systems. The new enforcement application is integrated with the existing Tobias systems and His4All by Centric, for example (a fine handling system), which is an asset.

The municipality of Roermond experiences the following advantages:

• Special inspecting officers can no longer make mistakes in writing tickets for paid parking. All parking zones and paid-parking times are in the PDA. 
• Special inspecting officers can immediately check a driver’s parking permit. 
• Special inspecting officers can easily write out fines for subsequent charges and violations in the municipal law book. 
• If a driver has not paid a previous fine and commits another violation involving the car, the inspecting officer will see that the driver is a non-payer and the car can be clamped. 
• The automatic fine handling system deals with administrative chores all at once: administrative work is done once the fine is printed. 
• There are 15 special inspecting officers working with this system in Roermond. Because they no longer spend time on administrative work indoors, citizens experience this as 1.5 FTEs more uniforms on the street.
