Efficient enforcement in Utrecht City Council with the BikeControl enforcement system
Utrecht City Council has been working with digitising parking for years. Parking enforcement for cars has been fully digitised, but bikes were still lagging behind. “Bike enforcement occurred manually with a notepad; not the most efficient working method,” explains Wilco van de Vosse from Utrecht City Council. That is the reason why the council wanted to digitise bike enforcement. After a tendering process, the BikeControl mobile enforcement solution from Sigmax emerged as the winner.
Challenges
Bikes present different challenges to cars. After receiving a penalty notice a car stays on the same spot, but bikes are actually taken away. “In order to digitise the process we had to deal with numerous challenges, both on the street and in the bike depot,” explains Wilco van de Vosse. “How could we label bikes with a unique characteristic? And what was the best way to organise transporting the bikes? We had lengthy brainstorming sessions about these issues. All the challenges were included in the tendering application. An essential condition was that the solution had to be a digital sequential chain.”
BikeControl: closed chain system
In BikeControl, Utrecht City Council has found the solution for the complete digital enforcement of bicycles and scooters parked dangerously or causing an obstruction, bikes parked for excessive periods and derelict bikes. It can be used for scheduling enforcement activities, registering all labelled bikes to logistics and legal settlement and all based on the applicable general local ordinance. The mobile solution is linked to PerfectView so the bike depot can process the confiscated bikes. This provides a completely closed chain, making fraud almost impossible.
